Breaking News – At the 2026 Linux Storage, Filesystem, Memory Management, and BPF Summit, kernel developer Chris Li unveiled a proposed enhancement called policy groups to address critical shortcomings in the existing control-group (cgroup) subsystem. While cgroups excel at resource management, Li argued they fall short for other essential use cases, sparking urgent debate among kernel maintainers.

“Control groups were designed primarily for resource accounting and limitation,” Li told the memory-management track session. “But as workloads diversify, we need finer-grained policy management that cgroups simply cannot provide.” The proposal, still in early stages, aims to extend the kernel’s memory-management capabilities without disrupting existing cgroup infrastructure.

Background

The cgroup subsystem has been a cornerstone of Linux resource management for over a decade, enabling administrators to limit CPU, memory, I/O, and other resources per process group. However, developers have increasingly reported friction when trying to enforce policies that cross resource boundaries or require dynamic reconfiguration.

“cgroups are great for static isolation,” explained Dr. Laura Chen, a kernel security researcher at Linux Foundation, “but they weren’t built for complex policies involving NUMA affinity, memory-tiering, or real-time latency guarantees.” Policy groups, as Li described, would allow administrators to define rules based on workload characteristics rather than just process hierarchies.

What This Means

If adopted, policy groups could reshape how Linux handles memory management in data centers, cloud environments, and embedded systems. The feature would enable, for example, automatic promotion of frequently accessed pages to faster memory tiers without manual tuning.

Yet consensus remains distant. “Many subsystem maintainers are concerned about added complexity and potential performance regressions,” noted summit attendee Mark Rivera, a kernel contributor from Red Hat. “We need a clear, proven design before merging anything.” The next steps include further discussion on the kernel mailing list and targeted prototyping in the memory-management tree.

Li acknowledged the challenges: “We have the opportunity to build something better, but it requires patience and collaboration from the entire community.” The urgency, he added, comes from increasing demand for efficient memory management in large-scale systems. For now, the debate continues – and the outcome could influence Linux for years to come.
